elpa-beacon software package provides highlight the cursor whenever the window scrolls, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-beacon
elpa-beacon is installed in your system.
Make ensure the elpa-beacon package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-beacon *
You will get with elpa-beacon package name, version, architecture and description in a table
